The h1b principal cannot cancel the h4, however, it will be problematic to renew the h4. If divorced the h4 is no longer eligible for h4 status .

To renounce YS citizenship there is a process but it not as you indicate. Consult with an immigration attorney. A US citizen cannot be deported.
