David Bisard, a police officer with the the Indianapolis Metropolitan Police Department, struck and killed one motorcyclist while seriously injuring two others. David Bisard was on-duty at the time an ... d was prosecuted for the death and injuries due to having over the legal limit of alcohol in his system at the time of the collision. After almost two years of heavy litigation and a three week jury trial David Bisard was found guilty of the crimes.
