Can Macy's charge me $414.49 because of the Ohio Civil Recovery Law if I commited theft of $147.49 & thats under $200?

Ohio has a statute (O.R.C. 2307.61) which allows department stores like Macy's to sue to "recover damages from any person who willfully . . ....
