Thompson was denied a license to be a tow truck driver. I appealed to the District Court ( we won), the State appealed to the Court of Appeal (we lost), and I took the case to the Texas Supreme Court ( ... we won). This case clarified and limited the ability for a State agency (here, TDLR) to revise/interpret the law. This should prevent outcome oriented deliberations by the agency in the future.
