Was counsel for such agencies as the Ohio EPA, Public Utilities Commission of Ohio, and State Fire Marshall. Defended private parties against administrative actions brought by various state Departments of Agriculture, Departments of Health, and brought civil suits against both the United States Department of Agriculture and the United States Food and Drug Administration, Drafted and provided comments on agency rulemaking dealing with food safety and environmental issues.

Served as General Counsel for the Farm-to-Consumer Legal Defense Fund representing dairy, poultry, beef and vegetable farmers. Represented certified organic farmers on Organic Foods Production Act and National Organic Program issues. Published materials on agriculture districts and submitted comments on Right to Farm Act changes.

Served as Senior Attorney General for the State of Ohio representing Ohio EPA in criminal, civil and administrative proceedings. Practice limited to air pollution, water pollution, hazardous waste and solid waste laws and regulations with an emphasis on air pollution. Appeared before Ohio Public Utilities Commission and represented staff. Conducted grand juries and was counsel in criminal, civil and administrative actions.
