Throughout his career, Bill has served in several key legal and leadership roles across Kentucky. As General Counsel to the Kentucky Senate Democratic Leadership, he analyzed legislation for constitutional compliance and provided legal recommendations to Senate leadership. He also served as a Staff Attorney for the Kentucky Department for Local Government, where he advised municipalities on statutory compliance, procurement, and governance, drafted administrative regulations for the state’s $250 million Broadband Deployment Fund, and provided legal support to the Kentucky Infrastructure Authority.
Earlier in his career, Bill worked as General Counsel and Compliance Officer for PremierTox, Inc., where he oversaw HR operations and regulatory compliance during a period of significant organizational growth. He also maintained a solo practice, representing clients in family law, property disputes, and guardianship cases. Bill began his legal career as a Staff Attorney with the Kentucky Department of Public Advocacy, where he defended indigent clients in district and circuit courts and participated in Drug Court and Teen Court initiatives.
In addition to his extensive legal experience, Bill has been active in professional and community organizations. He is a former President of the Municipal Law Section of the Kentucky Bar Association, has served on the Fiscal Services Committee for the Ronald McDonald House of the Bluegrass, and has volunteered with the Scott County Drug Court and Teen Court programs.
