Prior to arraignment no. You can hire your own before but you can not self appoint one.

These are very serious charges that can carry a lot of time with it. I would highly suggest hiring an attorney for them immediately.

This would be a domestic assault and you could face 11 months and 29 days in jail as well as losing any gun privileges for the rest of your life.

Yes the bond is legal. He will need an attorney to help navigate the fugitive from justice process though.
