You are a USC and not subject of concern by USCIS. Be sure you have no arrest warrant when you go to interview.

If you maintain your status with the current employer and never transfer or worked for the other you should be ok. Notify USCIS.

No, that is not going to happen. The Perm process will take over a year and he would have to do consular process in his home country of Serbia.

You do need to consult with an immigration attorney to see if you are eligible. However, form I-192 is used for fee waiver.
