Impossible to tell, particularly since you don't know why your J1 is still being processed. However, the requirements are different for each of them.

You have to be a US citizen at least 21 years old to file an I-130 petition for your parents.

If she is unmarried, you may file an I-130 for her, classification F2B, but she would have to wait for her priority date to become current....
