Unless something in the condo agreement addresses, would appear the owner is within her rights to charge for use of terrace, not sure price seems...

If it is a final order and not an administrative case, you should not need to file a notice with the DCA as well as the lower court, see RULE...

The fact that it was oral does not make it unenforceable, the issue is that with the amount at stake, it is not probably enough to get an attorney...

The reason you can't find a lawyer is that there is no private right of action under HIPPA, so you have no case for a violation of the act.
