Thomas G. Portuallo is a former Circuit Judge for the Seventh Judicial Circuit and a former Judge of Compensation Claims for over 16 years. He has practiced law for over 28 years. He began his practice in the area of Florida Workers’ Compensation Law in 1986 and represented both Employer/Carriers and Claimants in private practice at trial and appellate levels. In 1996, he was appointed by our Florida Governor as a Judge of Compensation Claims for the Daytona Beach District and was subsequently re-appointed by the Governor in 2000, 2004, 2008, and 2012. During that time, he presided over all workers’ compensation cases in Volusia and Flagler Counties. He determined hundreds of bench trials and rendered thousands of decisions based on Florida Statutory Law, Chapter 440, case law authority, the Florida Evidence Code, and the 60Q Rules of Procedure.
Thomas G. Portuallo is a former member of the Conference of Judges of Compensation Claims and served as their President and Executive Committee Member. He is also a former member of the Statewide Rules Committee, Division of Administrative Hearings. Thomas G. Portuallo has been a Florida Bar panelist for numerous legal forums and seminars discussing various aspects of Florida Workers’ Compensation Law, including: Ethics and Professionalism; Judicial Conduct; Legal Order Writing; Florida Workers’ Compensation Rules of Procedure; Attorney Fees in Florida; the Heart/Lung Bill; Return to Work and Rehabilitation; Role of Adjuster, Paralegal, and Legal Support Staff; Case Management; Evidence; and Trial Advocacy.
Thomas G. Portuallo served as Circuit Court Judge from 2012-2015 and presided over hundreds of dependency cases in Volusia County. Dependency cases involve children who have been abused, abandoned, or neglected. Thomas G. Portuallo determined all aspects of Dependency matters, including whether to remove the child from the home and Petitions for Termination of Parental Rights. He has also presided over various family matters, including adoptions, family law injunctions, determinations of paternity, motions for custody of children under Chapter 751, family drug court, and child support determinations. Additionally, he has handled judicial duties such as: first appearances, search warrants, arrest warrants, juvenile detention hearings, Baker Act hearings, and county court appeals.
