Maurice is a graduate of Bass High School (1952) in Atlanta, where he played Varsity Football, and Basketball, and served as the charter President of the Block “B” Athletic Letterman’s Club. He graduated from Mercer University (1956) with a major in law. While there he was selected by Phi Delta Theta Fraternity as the “Outstanding Freshman” and “Outstanding Senior”. After attending Emory University School of Law he received his LLB Degree from Atlanta Law School (1958). He was commissioned, and served, as a 2ndLieutenant in the U.S. Army.
He and his Wife, Joan, a nationally recognized artist, and their four children settled in Roswell in 1961, where he became Roswell’s first full-time lawyer. He served as a co-founder of the North Fulton Bar Association, and was its charter president in 1980-81.
Maurice received his certificate from the State Bar of Georgia for 50 years of service in 2008, and in the same year was recognized by the membership of the North Fulton Bar Association by being the first recipient of that Association’s annual presidential award for outstanding service to the bar and to the community.
He was appointed by the Mayor and Council to the newly created post of Solicitor of the Municipal Court of Roswell, and served as such from July 1, 1979 until he resigned to run for Judge in August of 1980. He was elected by an overwhelming majority, and was reelected for 33 years before resigning Augst 5, 2013. He is now "Of Counsel" to Georgia's largest DUI-Criminal Defense Law Firm, Head, Thomas, Webb & Willis, LLC.
Maurice has previously served as a part-time State Court Judge in Forsyth, and Cherokee Counties since 1983, and as a part-time Superior Court Judge in the Appalachian, and Northeastern Judicial Circuits during the period from 1996 through 2000.
He served as the first vice president (1995-96), and third president of the Council of Municipal Court Judges Council for the 1997-98 term, having been elected by the general membership. He has remained active in the organization and, until his retirement on August 5 2013,served as one of the two elected representatives from the Atlanta Judicial District to the executive committee of the Georgia Council of Municipal Court Judges.Until the end of June 2013 he served as one of five elected members of the Municipal Court Judges Training Council, and remained an active member of the faculty of the University of Georgia’s Institute for Continuing Judicial Education (ICJE).He was the Municipal Court Judges Councils' first (though non-voting) member of the Judicial Council, and served two terms (the maximum allowed) as the Municipal Court Judges first representative on the ICJE Board of Trustees.
Judge Hilliard has received recognition as mentor of the Chattahoochee High School Mock Trial regional champions for the year 2000, the ICJE medallion as the outstanding instructor in judicial education programs, and is the recipient of a Governor’s Office of Highway Safety award for his work on the “Operation Zero Tolerance” Task Force.
In September of 2010 Judge Hilliard received recognition from the General Practice and Trial Section of the State Bar of Georgia by being one of two annual recipients of their “Lifetime Achievement Award” which was presented at the annual“Urgent Legal Matters” seminar and conference at Saint Simons Island, Georgia.
In 1993 the Georgia Council of State Court Judges recognized the legendary Ogden Doremus, long-time Judge of the State Court of Candler County, as an “Institution and Mentor”. He was presented with the award, which now bears his name, and is presented annually to a State Court Judge selected by his, or her, peers. Maurice Hilliard was the eighteenth person to be so honored as the Ogden Doremus achievement award recipient in November 2010 at Jekyll Island, Georgia. Judge Hilliard is the only Municipal Court Judge ever to be the recipient of this award that has always been given to State Court Judges. There are approximately one hundred and twenty elected State Court Judges in Georgia .
Maurice Hilliard wasthe 2011 recipient of the Judge Frost Ward lifetime achievement award, which is presented at the annual June conference of Municipal and Traffic Court judges in Savannah, Georgia. There are over four hundred Municipal Court Judges in Georgia.
Judge Hilliard is a past president of theNorth Fulton Bar Association, the Georgia Council of Municipal Court Judges, the Roswell Jaycees, and the Rotary Club of Roswell.He has received the Distinguished Service Award from the Greater Roswell Jaycees as Roswell's Outstanding Young Man of the Year, and has been selected by the Roswell Convention and Visitors Bureau at its annual awards dinner as "History Maker of the Year."
