Except in certain situations, travel without AP leads to abandonment of the I-485. You cannot reapply for the I-485 if he is outside the USA....

The only waiver available for a controlled substance conviction is for possession of 30 grams or less of marijuana.

If she's here in the USA, then she has to await a decision on the I-130/I-485.
If she's in Ghana, then she needs to consular process.

Did you at least get a receipt notice? There was a recent backlog on the I-130 processing. I agree that you should consult with an immigration lawyer.
