Ms. Waugh graduated with a law degree from the University of Houston Law Center in Houston, Texas in 2000. She is licensed to practice law in Virginia, Maryland, and Washington, D.C. She also holds a Masters Degree in Public Health from the University of Texas-Health Science Center in Houston, Texas. Ms. Waugh originally focused her legal practice on Health Care Law and Policy issues. She worked for the law firm of Vinson & Elkins in Washington, D.C. before moving with her family to Lynchburg, VA in 2004 where she opened a private practice focused on family law issues with an emphasis on the legal needs of women and children. After adopting two children from foster care, Ms. Waugh realized the significant need for attorneys to advise and assist families of children with special needs in the public school system. Since 2010 Ms. Waugh has focused exclusively on special education and the IDEA, Section 504 and ADA issues. She has been employed by the Belkowitz Law firm since 2018. Ms. Waugh's volunteer experience includes the Lynchburg Chapter of the American Red Cross (Former Board Chair and Interim Executive Director), Region 2000 Technology Council (Board Member), Junior League of Lynchburg, Greater Lynchburg Alpha Phi Alumni Chapter (Past President), Centenary United Methodist Church (Board of Trustees, Staff Parish Relations Committee, Missions Committee), United Methodist Committee on Relief (former volunteer in Armenia), and Certified CPR Instructor. Ms. Waugh is married to Lt. Col. Bryan "Marty" Waugh (Ret.), and they have two amazing children.
