Roger Locklear is a dedicated Civil Litigation Attorney serving clients throughout the state of Maryland while also reaching out to Native American tribes nationwide. Mr. Locklear is a member of the Lumbee Tribe of North Carolina, the largest tribe east of the Mississippi River. Since a young child, Mr. Locklear always desired to help those in need so deciding to pursue a law degree was a perfect fit. While in law school, Mr. Locklear was a member of the Native American Law Students Association Moot Court team, which created his passion for getting involved with American Indian Law issues. Mr. Locklear also served as the President of the Native American Law Students Association for two consecutive years while in law school. Mr. Locklear worked for the United States Department of Agriculture as a legal intern prior to graduating from law school where he received direct insight in the field of Labor and Employment Law. He served as a Litigation Specialist Assistant where he helped in representing the agency in various MSPB hearings and other administrative legal matters. Mr. Locklear’s time working for the USDA helped to sharpen his civil litigation skills and allowed him to expand on his knowledge of various stages pertaining to the litigation process.
