Hayley Elizabeth Chang

Hayley Chang serves as Deputy General Counsel for the FBI, where she leads a 150-person branch responsible for litigation and oversight.

Previously, she served as Deputy General Counsel for Cyber and Technology at the U.S. Department of Homeland Security. In that position, she helped to create the Cybersecurity and Infrastructure Security Agency (CISA) and its first independent legal office. She also led successful legislative initiatives on drone security, ICT supply chain security, and CFIUS reform.

Before her recent tour in public service, Hayley was in private practice, where she focused on government investigations and defending consumer class actions. She then transitioned in-house where she became the General Counsel and Chief Compliance Officer of a financial technology company.

Hayley began her career as an Assistant U.S. Attorney where she successfully prosecuted financial fraud and organized crime. Her dedication to justice led her to a war zone in Baghdad, Iraq where she served on the Ambassador’s leadership team, and to Washington, D.C., where she served on the Deputy Attorney General’s national security team.

Throughout her career, Hayley has received several awards, including the Director’s Award and the Distinguished Service Award. She is a graduate of Cornell Law School and clerked for the Chief Judge of the U.S. Court of Appeals for the Tenth Circuit.
