There is usually a number you can call for emergencies. If not, follow up with them tomorrow when they are open and ask for the emergency number.

If you disagree on the amount you owe then you need to discuss that with the landlord, hopefully with an attorney or mediator present.

This doesn't sound right - normally F-1s are admitted as D/S and don't accrue unlawful presence. Your friend should probably get a second opinion...
