The only thing you can do is try - there is no such thing as preclearance in this sense.

Most likely not - USCIS is processing hundreds of thousands cases and that is most likely the reason for the delay.

Perform the steps now, because the NVC is giving you a break and letting you start early (they know when the PDs are becoming current)
