JUST STAY AWAY!!! Oh, where to start? If I could give negative stars, I would do so. Because of Cecil Harrigan's negligence and the mistakes he made in my case, it took me 15 years to get my greencard. I had to abandon my case after 7 years and go back to the end of the line and start again. Cecil Ha...rrigan will be very nice to you until you sign his retainer check. After that, he will not answer your calls, ignore your valid concerns, will not give straight answers to any of your questions and will do anything to draw out your case so he can keep cashing more checks. He made a huge mistake in my case and hid it so by the time I realized the mess he had made (I had to pay another lawyer to get a second opinion because he wasn't answering my questions and I got suspicious), it was too late to fix it. I lost 7 years of my working years and thousands of dollars because of him. There are many other excellent attorneys out there. Don't waste your hard earned money on Harrigan. I would sue him for pain and suffering if I had any money left after 15 years of legal fees.
