Yes your husband can pay taxes even though he has a permanent bar and he can use his ITIN. The IRS will most likely not tell ICE he is paying taxes.

Yes you will be able to get an F-2 for your spouse and children. And yes you can then go to college but will need a new I-20 from the new school.
