Oh yes. Resigning from the J-1 company before the change of status is approved is not a good idea. You will be out of status.

You may get a loan if the lending institution permits it. There is no bar under the federal immigration laws that prevent you from borrowing money.

No you do not have to keep working for the same company under the J-1. You can leave the United States and then return in October with the H-1B visa.
