That is an interesting question. Those without insurance will be penalized. But, if you are illegal you cannot get it. Figures.

No you cannot do that online. The application must be received by USCIS before your current visa expires.

No absolutely not. You will have no trouble leaving. CBP will actually want you to leave. Coming back is a different story.

Your brother is eligible under the CSPA and is still ok with the F2A category. However, you should retain an attorney to assist.
