The client was born in 1942 in Jordan and was never issued a birth certificate. Her US Citizen son filed an I-130 visa petition on her behalf and USCIS issued an Request for Evidence demanding that the ... applicant obtain and provide a birth certificate from Jordan. She had not resided there for over 50 years and had no family there. I hired a lawyer in Jordan to get a no-registration certification and provided a United Nations report which described how Jordan did not require birth registrations in the 1940s. USCIS accepted the response and moved forward processing the case.
