Zahra Rose Dean

After obtaining her Bachelors Zahra worked as a Legal Associate for Staff Legal Support at United Bank Ltd.

From 2012 to 2015 she worked at Jamil & Jamil, a private law firm in Pakistan which practiced in the areas of, Information Technology Law, Intellectual Property Law, Telecommunications, Media and Technology Law, Petroleum, Energy and Utilities Law, Property Law, Admiralty and Customs Law, Labor and Employment Law and Corporate and Commercial Law. The advocacy and policy work of the firm enabled her to work on freedom of expression and human rights issues in the context of internet policy with stakeholders including the Pakistan government and businesses such as Google and Facebook.

In addition to her practice at Jamil & Jamil, she provided international legal and policy consultancy services to the Council of Europe under the supervision of the Senior Partner. The consultancy projects mandated analysis of national legislation of developing countries including Sri Lanka, Afghanistan, and South Africa and drafting recommendations for proposed legislation. During this process she interacted with high level government representatives and stakeholders from law enforcement, intelligence, business and civil society.

During her attendance at Temple, Zahra wrote a research paper titled “Are Cyber Security Incident Response Teams (CSIRTs) Redundant or Can They Be Relevant to International Cyber Security?” which was recently published in The Federal Communications Law Journal. This paper examines the constitutive statutes of the International Red Cross and Red Crescent Movement (“Movement”) and proposes that the role of actors in the cybersecurity landscape and CSIRTs be re-conceptualized by adopting functions of components of the Movement and features of the relationships between them. It also provides background on the cyber security incident landscape and the global CSIRT network, discusses the legal and practical obstacles that limit information sharing, and explores emergency response mechanisms to humanitarian crises. Since joining the firm, Zahra has represented plaintiffs in international terrorist finance, human rights, trade secrets, privacy, cybersecurity, trafficking and other complex class and non-class litigation, including the following: Julin, et al., v. She is a member of the New York State Bar.
