I seriously doubt that your license will be suspended for a seat belt violation 11 years ago. Retain a traffic court attorney.

Hit a Utility pole back in 1986 / in 1989 N.Y.S. Electric&Gas took me to court in Ithaca,N.Y. and my Drivers License suspended !

My guess is that you didn't pay the civil judgment against you. If you pay it your license should be restored.
