You can be charged as a juvenile your friend as an adult. You both need to talk or email with lawyer right away. Speak to further to anyone else

It would be a good move to waive the hearing in New York and fight the cases in Pa. Any time he spends in NY will not count towards anything.

Careless driving and no passing are motor vehicle offenses and not criminal so while it won't come up as a criminal background it could still hold...
