There may be a case. Sexual harassment is protected cause of action under Federal Law. Speak to an employment lawyer.

Not sure the whole story here but if the CYS worker thought there was an emergency then they would be able to take appropriate action.

Of course you can sue but it may depend on more to see if it is worth it. Does the contractor have money or assets that you can seize if you win....
