Sounds like you have a good defense to the ticket. If you fight the case speak to a lawyer.

They are supposed to but I find they sometimes don't so it will be important to follow up yourself.

You can sue anyone for anything. I do not know what the damages are so it sounds like just a threat.

Taxes are taxes they are not making money on that we all have to pay higher taxes. If you want the rental you should pay it.
