Client was working in another state, while still domiciled in Oregon. He submitted his N-400 petition using his work address out of state. The N-400 application was denied because USCIS claimed that ... my client was supposed to file his application in the state he was living in while working for the past year. We submitted a written letter and legal memorandum explaining that USCIS was following its own rules relating to a person being able to file an application where the person was domiciled. The application was later approved.
