Steven J. Koehler

Steve is a senior counsel attorney in the Saxton & Stump Business and Corporate Group in the firm’s York office. Steven has counseled business and institutional clients for decades as a partner in area law firms serving the York community and broader Central Pennsylvania region. A native of York County, Steve has extensive experience advising family businesses, individuals, corporate entities, and multinational corporations in transactions and various business, real estate, and contractual matters. He also has an established immigration practice that supports businesses, particularly those in the manufacturing sector, hospitality industry, higher education, healthcare, engineering, and information technology. Steve came to Saxton & Stump in 2025 with the professionals from longtime York County law firm Stock & Leader.

In August 2020, the Central Penn Business Journal named the York County native to its “Power 30: Law and Lobbyists” list, recognizing those who shape our communities and influence our quality of life. Steve has held leadership positions in community organizations and causes that promote affordable housing, enhance the quality of life, and provide developmental and educational opportunities.
