Generally, you cannot get access to those reports unless they were disclosed prior to the ACD.
I was arrested for an aggravated DWI in the state of NY and wasn't read my Miranda rights at all throughout the process.

Not being read your rights is not fatal to a case. If being "questioned" about the underlying issues in your case, then it may be a 5th amendment...
