They cannot arrest for this. They can file an action in family court but that's as far as it can go.

Potentially, yes. It is fact specific and this could be a way to get any evidence suppressed. He and anyone else arrested need a good attorney.

Probation was terminated in 2005 and restitution was never converted to civil judgement? Do I still have to pay the restitution?

They can try but it is not likely to succeed. It cannot go off your criminal record.

No one can give you a specific answer. Up to 2 years is the maximum. 90 days can be the minimum to see a parole board but 6 months to a year...

US Marshalls, No. Any other regular cop, yes. They will look for you or detain you if you are stopped.
