A motion to reopen / reconsider is not free. It is cheaper I believe to reapply, and faster.

She should not be doing that. The reason is if it is safe for her to do it, it should be safe for you as well... I would not recommend her doing that.

If you are married to him and you are a US citizen, you can file for him and he will be in the USA. Consult with an Immigration attorney in your area.

Only if you are traveling overseas. A visa stamp is needed only to enter the US.
