MY EXPERIENCE WITH THIS ADMIN LAW JUDGE FOR THE CITY OF NEW YORK, Finance Department is a horrible one. As with ALL ALJ in NYC who are presiding over parking summons, even when accurate information is presented, the job of ALJ is to apply the law correctly and fairly. HOWEVER any ALJ has the authorit...y to dismiss a parking summons at the lowest level when common sense indicates the respondent did not violate parking regulations. ALMOST any ALJ including this one has to state NOT PERSUASIVE ENOUGH for them to find you guilty, and if you appeal it, the three ALJ will also state not persuasive enough and no new finding of law. To appeal the higher court decision, in state court, would cost hundreds of dollars in legal fees, if not thousands. For a $100 ticket? Not worth it. Unfortunately this lawyer, is just as bad if not worst as they come.
