It would depend on the terms of the judgment of divorce and any agreement incorporated in it.

Court awarded attorney fees to the ex spouse are NOT dischargeable in bankruptcy. If a debt is not dischargeable, the lien cannot be removed.

You could file Chapter 13 and repay the arrears in a plan. Once the plan is conformed it would prevent the license from being lost.
The date of filing will be the date on the credit report; each item should be marked as 0 owed; included in bankruptcy.
