I filed Chapter 7 in 2005. Currently I am out work work with $0 income. Is my only choice to file Chapter 13?

The problem is not the fee quote it is that you have no income. You must have or expect to receive shortly income with which to fund a Chapter 13...

as long as all of your debts are solely in your's e.g. no cosigned accounts, he need not file too BUT you may need his 6 months of paystubs to pass...

I do not know whgat a section 32 settlement means; but w/c funds are exempt in bankruptcy as long as you do NOT co mingle them with non exemot cash...
