In New York all child support and economic issues are handled in one part of family court - while visitation/custody issues are handled in another....

Your ex being "aware" isn't enough - if it's in your name, you're responsible. And "helping" isn't sufficient language on which to base an award....

Yes - you can file a contested case and have him served. You'll probably need an attorney - international service of process is not easy.
