You can sue for the damages, and/or make a claim directly on the insurance policy. Your strategy is governed by the extent of the damages to you.

Go to court. Offer what you can, and see if the judge will force the landlord to take it with an order to pay the rest. Bring the money to court.

You are allowed to see the books. You can sue to do so if refused. For $300 you are going to pay more in a suit than HOA fees.
