In theory the document you signed is binding. You owe the $700. In reality, it is unlikely you will be sued for it.

The bankruptcy will not stop an appeal initiated by you. It only stops appeals initiated by creditors.

You are in Suffolk. The DA has a consumer fraud department that you can complain to for free. Otherwise, it requires a lawsuit.
