Unless you signed a contract agreeing to be liable for over-budget projects in some way, then it is unlikely you have anything to worry about here.

Refusing to promote you based on your speech impediment may be disability discrimination, I would speak with a local employment attorney immediately.

I recommend you sit down with a local employment attorney, it is rare that an hourly employee can be required to work without pay.
