I would begin by speaking to his teacher and possibly the head of the school to find out what if anything they are doing about this child's behavior.

The police are not obligated to make an arrest in that situation. However, it is possible that a further investigation will lead to their arrest.

Every attorney is different but I'm comfortable in saying that most attorneys will work with you in coming to a resolution of your situation.

You do not have to pay the demand. You can ask an attorney to write a letter to the attorney informing them to stop sending any letters.

I filed a false police report, coming clean a few days later. Charged with misdemeanor, given ticket to appear - jail time??

You don't make any decisions until you retain an attorney. If this is a first offense you can likely avoid any jail. Good luck
