An award-winning attorney, public official, and civic leader, Mr. Strobel earned his Juris Doctorate Degree from Rutgers University School of Law, Camden, New Jersey, after being awarded four academic scholarships and participating in the Stratton Advanced Moot Court Program. He earned a Bachelor of Arts Degree magna cum laude from Saint Joseph's University, Philadelphia, majoring in International Relations, minoring in Economics, and achieving certification as a Latin American Studies Scholar. He was inducted into Phi Alpha Delta Law Fraternity International, Alpha Sigma Nu (National Jesuit Honor Society), Pi Sigma Alpha (National Politics Honor Society), and Omicron Delta Epsilon (International Economics Honor Society). He worked multiple jobs while a full-time student to fund his own higher education. Licensed to practice law in New Jersey and Pennsylvania, Mr. Strobel served for over three decades as chief counsel for a 280 employee/$40 million budget county-based public agency. He also served as Assistant Counsel to Governor Thomas H. Kean – the youngest in state history to serve in this post, and as a land use board attorney in Southern New Jersey municipalities. For eighteen years, starting in 1995, Mr. Strobel was nominated by four New Jersey Governors of both political parties, and confirmed by the Senate, to serve as Chairman of the New Jersey State Board of Human Services leading the oversight panel for State Government’s largest department serving over one million citizens with 7,000 employees and a $27 billion budget. His experience also includes serving as a legislative aide for Congressman H. James Saxton in Washington, D.C., and working for a county prosecutor’s office, federal judge, and major South Jersey law firm. Mr. Strobel also devotes considerable time to providing free legal services to indigents and nonprofit organizations. He earned admission to the bars of the U.S. Supreme Court, U.S. District Court for the District of New Jersey, U.S. Court of Appeals for the Armed Forces, U.S. Tax Court, and U.S. Courts of Appeals for the 3rd, 6th, 11th, and Federal Circuits. In 1999 Mr. Strobel was elected to be a Fellow in Leadership New Jersey, a renowned hands-on program combining retreats, field visits, seminars, case studies, and simulations emphasizing public policy issues. As a Transition Team Member from 2009 to 2010, he advised NJ's Governor-Elect and helped author a report on two state government departments: Human Services and Children & Families. He has participated as a Barrister in the Sidney Reitman American Inn of Court, earned the Diplomate in New Jersey Local Government Law from Rutgers University, earned the Certificate in Public Sector Labor Management Relations from Rutgers University, merited recognition by the Eagleton Institute of Politics for his leadership in an innovative public policy research project, and volunteered as a coach for the Dale Carnegie Training Program where he mentored participants and helped improve public speaking and interpersonal skills. Mr. Strobel began his civic work at an early age serving as chairman of a municipal public utility, Rotary club president, officer and trustee for a county Red Cross chapter, board member at a private high school, and lay minister for his church. He was the founding president of an educational foundation raising private sector donations for enhanced educational programs in his hometown public school district. As chairman of Boy Scouts Law Explorer Post No. 261 Mr. Strobel mentored high school students interested in pursuing legal careers. In 2018 he was elected to serve as President of the Burlington County Bar Foundation. He was presented with the American Red Cross Certificate of Honor, Robert W. Criscuolo Award from the Burlington County Bar Association as outstanding young lawyer, New Jersey Senate Citation for outstanding achievement with adult protective services, and the New Jersey State Bar Association’s Service to the Community Award. Richard and his wife, Maryanne, reside in Cinnaminson NJ, Chestnut Hill PA, Stone Harbor NJ, and Indian Rocks Beach FL. They enjoy golf, travel, visiting family and friends, and making the world a better place.
