As long as you have the records, you should be able to get the deduction. Please keep all bills, checks and credit card receipts to back this...

No, a student has to pay tax. You should have normal withholding taken out so you will not be "surprised" with a big tax bill on April 15.

That seems like a strange attempt to use the tax system to attack you. You only get a 1099 when money is PAID not owed. You should discuss this...

No, the credit cannot garnish your Tax refund. The creditor can levy against the account where the funds are kept.
