Matthew grew up in central New Jersey. He graduated from Red Bank Catholic High School in 2011, and went on to earn his Bachelor's degree, summa cum laude, in Psychology, Political Science, and Sociology from Monmouth University in 2015.
Matthew graduated cum laude from Duke University School of Law in North Carolina in 2018, with his J.D. There, he studied a variety of types of substantive law, most notably criminal law, international human rights law, immigration law, and civil rights law. Matthew served as Editor-in-Chief of the Duke Journal of Gender Law and Politics in from 2017 to 2018, and worked as a member of Duke University's International Human Rights Law Clinic during his third year.
After graduating law school, Matthew settled in Monmouth County, and completed a clerkship in New Jersey Superior Court. He was admitted to practice law in October 2018.
In July 2020, Matthew earned a Legal Masters degree (LL.M.) in Transnational Crime, Human Rights, and Transitional Justice from the United Nations Interregional Crime and Justice Research Institute, based in Turin, Italy.
