Richard Lewis Heller

Rick is a Managing Director in the Technology, Media & Telecommunications Practice of Deloitte Tax LLP.  Based in Parsippany, NJ, Rick focuses his practice on advising telecommunications and communications-related service providers including cloud computing and electronic commerce vendors.  With over 16 years of direct telecom industry experience working as an Executive Director at AT&T, and over 12 additional years of federal and state tax experience working in public accounting and at a law firm, Rick has significant experience working on issues across the U.S. in the technology and telecommunications industries, along with cloud-based and electronic commerce merchants.

Rick has extensive experience assisting both established and start-up businesses in developing and reviewing compliance systems and processes; evaluating the taxability of a variety of products and services, including many of today’s new products and services; audit advocacy and other controversy services; as well as transactional analysis.  He has an extensive background in research and planning, as well as in best practices and other documentation requirements including bundled and single price point service offers.  

In his national role as an indirect tax sector specialist, Rick is responsible for monitoring and communicating tax developments impacting communications and technology related businesses both internally and externally.  Rick is a frequent speaker on various tax topics before industry groups including the Multistate Tax Symposium, Telestrategies, the Wireless Tax Group, COST, Hartman State & Local Tax Forum, Broadband Tax Institute; and at other industry executive education seminars.    Rick is co-author of the sale-for-resale chapter in the CCH book: Telecommunications – Taxation of Services, Property and Providers.  

When not otherwise working on multistate tax issues, Rick enjoys training for and participating in the sport of triathlon.
