You need to retain a landlord tenant attorney, I have no way to determine on these facts if you are in "big trouble" or none whatsoever.

There is no such thing as a "partial seal" of anything, That's like someone saying they are partially pregnant, it is either sealed or it's not,...

You should NOT withhold rent from the landlord, you must pay it, and retain counsel to file suit against the landlord in Special Civil Part.
