They would have to sue you first, get a judgment and then get an Order for your arrest. There is no way to just get a warrant without a Judgment.
How far away from a parking meter do I need to be to avoid a parking ticket when there is no meter where I park?

While it stinks, I would jus pay the fine. There are no points and you will waste more time trying to fight it.

Fee arb secretaries sometimes give an extension. Call the Fee Arb secretary and ask for status.
