The urination is not an injury. Take him to a doctor and see if he is injured - take care of him. If there are injuries, you can make a claim.

I don't know the terms of that specific plan, but you should ask them. Even so, what is the legal problem? Those tickets are on your record.

It sounds to me like they are trying to find out if you really are in a financial bind. You can refuse - they can refuse to settle the debt for less.
