My mother in law has power of attorney over my brother in law. He has been incarcerated can he make changes to that from prison?

Probably. If someone can visit him with the appropriate form, and he is legally competent, he should be able to sign a new POA.

You can certainly ask. That's not illegal, but I doubt they will give it to you. There are services on line to locate people. You might try that.
