I am on H1B visa and I moved to new location 2 months back and forgot to file AR-11.

If you change your home address, you do need to file. You can file it online at uscis.gov . Dont worry about being late.

You can leave the country and re-enter on the H4 after oct 1. Or you can file to amend the H1 start date.

Yes, cap exempt employer may petition for a 2nd, concurrent H1 for a different position.
